Material: The Largest Single Cost Line

Film material is typically the biggest cost component. Standard PE sits at the baseline. Recycled PE with PCR content costs more per kilogram because the recycled feedstock and its processing carry a premium. Compostable resins sit at the top of the range, several times the cost of standard PE - which is why compostable programs usually pair a slightly thinner film with a certified material grade rather than a thick one.

Film Thickness: Cost Scales With Microns

Film is priced by weight, and weight increases with thickness. Moving from 10 micron to 15 micron film raises material cost by roughly the same proportion. Thicker film improves leak resistance and hand-feel, so the question is not 'which is cheaper' but 'how much strength does the application actually need'. A bag that holds a small dog's waste does not need the same film as one designed for large breeds.

Bag Size and Count

Larger bags use more film per bag; more bags per roll and more rolls per box multiply that cost across the order. This is why quotations specify size and count precisely. It is also why an apparently cheap quote may simply describe a smaller or thinner bag - the price comparison only works when the specification matches.

Printing and Packaging

Custom printing adds ink, plates and setup, and the number of colours drives the ink cost. Retail packaging is the larger variable: a plain carton costs a fraction of a printed, windowed, hang-tab box. Buyers who need shelf presence in retail pay for packaging; buyers selling plain refill rolls in bulk do not. Decide the channel first, because it sets the packaging cost.

Dispensers and Accessories

When a dispenser is included in the retail box, it adds both the unit cost and packing labour. Simpler housings in standard shapes cost less than novelty moulds, which carry tooling charges. Most programs start with an existing housing shape and differentiate through colour and card printing, which avoids the mould cost entirely.

Volume: Where Unit Cost Steps Down

Unit cost falls as volume rises, mainly because setup costs - plates, tooling, machine time - spread across more units. The step-down usually flattens above roughly 25,000 units, because by then material cost dominates. This is why suppliers ask for volume tiers: the price at 1,000 and the price at 50,000 describe genuinely different production runs.

The Costs Buyers Forget

Beyond the unit price, budget for freight from the FOB port, import duties and clearance, and any re-packing or labelling at the destination. If the goods go to Amazon FBA, include the FNSKU labelling and master-carton preparation. These items often decide whether a landed unit cost works - a supplier's quote covers goods at the port, not delivered cost, unless the terms state otherwise.

How to Compare Quotations Fairly

To compare manufacturers on real cost, fix one specification and request the same tier breakdown from each: material and PCR percentage, exact film thickness in microns, bag size, bags per roll, rolls per box, printing colours, packaging description, dispenser inclusion, and the trade term with the port named.
